“On
October 4, 2002, I announced to you the decision
to hold a plenary council of the Order on the
theme of minority. In that announcement I referred
to Circular Letter 20, and to the expressed
desire of General Chapter 2000 to complement
the Sixth Plenary Council, “Living Poverty
in Brotherhood” with an added reflection
on minority. I stated: “In keeping with
the consensus of General Chapter 2000, the general
definitory believes that the work of the Sixth
Plenary Council would not be comprehensive without
a systematic reflection on minority. For this
reason, the general definitory intends to convoke
a seventh plenary council of the Order to study
minority and itinerancy in the light of the
theology of communion” (see Circular Letter
20, § 9).
These are the words of the General Minister,
Br. John Corriveau, in his letter of 4 October
2002 (Prot. N. 00707/02), by which he officially
communicated the date and venue of the forthcoming
VII Plenary Council of the Order together with
a list of the members of the Preparatory Commission
for the PCO.

| The first meeting of the Preparatory Commission
was held at our General Curia from 3 to 5 December
2002. They began by drafting the Guidelines
for reflection – as suggested by the
General Definitory. Preparation continued with
members of the commission working on three main
areas:
- The initial development of the theme of
PCO VII;
- Deciding which methodology to adopt, and
mapping out the stages of the preparatory
work until PCO VII;
- Principles and methods for the animation
of Provinces.
During this first meeting it
was decided to enlist the collaboration of the
whole Order in the preparation of PCO VII, at
all levels: Provinces, local fraternities, individual
brothers. All the brothers can already send their
observations, reflections and suggestions to the
Secretary of the Preparatory Commission, Br. Aubert

Assisi has always been the
"inspirational" place of our Franciscan
spirituality. Therefore it has been decided that
the next Plenary Council will be held in the city
of St. Francis, at our friary of the Risen Christ,
from 1 to 27 March 2004. |

Title |

Inspired by the words of
our Rule (cf. Rb VI, 2), the General Definitory
has formulated the title of the Plenary Council
as: "Our fraternal life in minority. Pilgrims
and strangers in the world, serving the Lord in
poverty and humility". |
