| The Procurator’s Office, on behalf
of the Order, deals with the Secretariate of State and all
the departments of the Roman Curia except the Congregation
of Saints, since the latter deals with matters proper to the
General Postulator. Business is mostly conducted with the
Secretariate of State, the Congregation for Institutes of
Consecrated Life and Societies of Apostolic Life, the Congregation
for Divine Worship and the Discipline of the Sacraments and
the Congregation for Oriental Churches. However, it is
sometimes necessary to contact the Congregations for the Doctrine
of the Faith, for Bishops, for the Evangelisation of Peoples
and for Catholic Education. Other matters are the province
of the Apostolic Penitentiary, the Supreme Tribunal of the
Segnatura and the Vicariate of Rome.
The Procurator’s Office deals in general
with the juridical aspects of the Order’s business with
the Holy See. This mostly concerns requests for: dispensations
from religious vows, dismissals from the Order, permissions
and dispensations in accordance with universal law or with
our Constitutions in cases that are beyond the competence
of the General Minister; authorisations and permissions in
financial matters; confirmation of the appointments of legal
representatives or ecclesiastical assistants; sanations and
recourses (to the CICL-SAL); dispensations from the obligation
of priestly celibacy and approval of liturgical texts (by
the CDF and CDS), cases involving the above which are within
the competence of the Congregation for Oriental Churches;
special cases presented to the Congregation for the Doctrine
of the Faith; recourse to the Apostolic Segnatura; passports,
visas and permissions and special cases (Secretariate of State),
validation of academic degrees (Congregation for Catholic
Education), special faculties in the internal forum, indulgences
(Apostolic Penitentiary); faculties for ordained ministry
(Vicariate of Rome); particular consultations by the various
Congregations. Our office also provides a consultancy service
to the Order’s provincial curias and those of other
Institutes of men and women, and to diocesan curias.
The Office of the General Procurator currently
has a staff of two: Br. Vincenzo Mancusi (Province of Lombardy)
– General ProcuratorBr. José Miguel Jiménez
Cohl (Province of Chile) - Vice-Procurator and Secretary,
who deal with business either individually or jointly according
to the language area of the jurisdiction concerned. The members
of the Procurator General’s Office are also members
of the Order’s Technical-Juridical Office, whose task
it is to provide the General Minister and his Definitory with
specialist legal assistance and information.
